They are not substitutes and the price gap is not the reason
HeyGen Creator is $29/month, or $24 billed annually. Kineo Starter is $9.90/month, $4.90 for a first month. That gap is real but it is not the argument — you cannot get a talking avatar out of Kineo at any price, and you cannot get a faceless stock-footage Short out of HeyGen without fighting the product.
HeyGen is the better product on almost every axis except one
More languages, voice cloning, longer videos, 4K, multiple aspect ratios, a far larger company behind it. We are not going to pretend otherwise. The one axis where that reverses is a faceless vertical Short assembled from a sentence, which is the only thing Kineo does.
Kineo’s constraint is the point
9:16 only. No timeline. No avatar. One typed topic in, a finished Short out — script, AI voiceover, footage matched scene by scene to the actual narration lines, captions. If you want any of the flexibility HeyGen sells, that constraint will read as a missing feature, and you would be right.

The differences that actually matter
What appears on screen
HeyGen: an avatar, framed as a person talking. Kineo: stock and generative footage matched to each voiceover line, with captions over it. This is a format decision about your channel, and it should be made before it is made for you by whichever tool you happened to sign up for.
How each meters you
HeyGen sells credits against rendering minutes, with Avatar IV/V at 20 credits per minute and Avatar III at 3 — so the avatar you pick changes the cost of a video sevenfold. Kineo sells credits against render type: a Fast video is 1 credit, AI Generated 20, Cinematic 50, AI Presenter 70, a Hollywood film 150. HeyGen rolls unused credits over for paid subscribers; Kineo credits do not roll over. That is a genuine point against Kineo if your output is lumpy.
What each refuses to do
Kineo will not give you a horizontal video, a timeline editor or a talking head. HeyGen will not assemble a faceless montage from a one-line topic. Both refusals are deliberate; neither is going to change because you wanted it to.
Where the script comes from
HeyGen assumes you arrive with one. Kineo writes it from the topic, then narrates what it wrote and matches footage to those exact lines. If you already have scripts you are happy with, that half of Kineo is redundant and HeyGen is the cleaner fit.

Can HeyGen make faceless videos?
It can export 9:16 without an avatar in frame, but avatars are what you are paying for — the pricing tiers are built around avatar counts, digital twins and per-minute avatar rendering costs. Using it faceless means buying the expensive part and switching it off.

Do Kineo credits roll over?
